Founded in 2016, Oakland Promise is a citywide movement with over 50 implementation partners working towards our common vision. Oakland Promise supports children and families from birth through college and career to ensure that postsecondary success is a reality for all Oaklanders. Oakland Promise includes four programs: Brilliant Baby, Kindergarten to College (K2C), Future Centers, and College Scholarships and Completion, that provide a cradle to career continuum of college-focused supports for students. Our goal is to dramatically increase the number of college graduates from Oakland and ensure that all students hold a college-bound identity. Oakland Promise seeks a full-time Senior Research and Data Manager to support the Data & Evaluation team and staff in order to reach its collective vision of dramatically expanding educational equity and opportunity throughout Oakland. The Senior Research and Data Manager will oversee the management and implementation of the organization’s research and evaluation strategies with direction from the Director of Data & Evaluation.  A strong candidate will have experience developing and implementing diverse evaluation methods, including both qualitative and quantitative methods, possess strong analytical and data visualization skills, and be skilled in problem-solving data collections systems.  Salesforce is Oakland Promise’s core CRM. Current certification or successful certification in general Salesforce administration within six (6) months of employment is required. The Data & Evaluation group is a mission-support team that leads in developing and deploying productivity tools for staff, and lends its critical eye to Oakland Promise’s suite of program, policy, and partnership activities to ultimately earn the community’s trust and confidence through our accountability-based approach.

Oakland Promise began as a Cradle to Career initiative, launched in 2016 in partnership with the City of Oakland Mayor’s Office, the Oakland Unified School District (OUSD), East Bay College Fund, and the Oakland Public Education Fund. Since its merger with East Bay College Fund, it continues to partner deeply with community groups to to support students in having a college-going culture from an early age, to providing need-based scholarships and persistence support in college.

The Senior Data Manager holds various data support and evaluation project management duties across the entire continuum of Oakland Promise programming. The Data and Evaluation Team objectives in the strategic plan period of 2021 through 2025 are to develop quantitative and qualitative data collection tools that reflect the breadth and depth of Oakland Promise impact; and that 90% of these tools are automated.
Strategies include:

  • Developing simple tools that encourage submission of impactful data, for families, for scholars, for mentors, and for partners/community volunteers by 2022
  • Creating, testing, and iterating automations for data collection and monitoring, and piloting headline dashboard for public consumption on website by 2022

We are seeking a highly-motivated, self-starting, and detail-oriented individual to serve as our Data Manager. This position is designed for someone with experience in database design, development, testing and user management, who thrives in a fast-paced, team-oriented environment, and excels in training and user support. A successful Senior Manager will demonstrate effective communication and project management skills that touch a wide range of internal and external OP stakeholders.  Experience and interest in education policy is highly preferred.

Primary Responsibilities:

  • Design and implement evaluations of students and families for internal and external uses.
  • Ensure that OP teams have the data they need to make informed and targeted decisions in service of students’ and families’ outcomes.
  • Manage project teams of external research and evaluation groups.
  • Fulfill data related requests across the organization, such as contact management, form creation, data analysis, and event attendance tracking.
  • Review and collaborate across teams and program areas to train and support staff, external stakeholders on the use of data systems and software, and processes and documentation to ensure data quality.
  • Contribute to the development and execution of organizational evaluation plans.
  • Assist with productivity tools (Salesforce, FormAssembly, G-Suite) for the organization.
  • Assist in the planning and execution of community reports and major data releases at Oakland Promise events (as needed/ requested by the Director).
  • Contribute to other duties as assigned.
  • Supervision of direct reports includes management of the Data Coordinator.


  • Familiarity with and adept in intermediate to advanced evaluation and research methods
  • Strong analytical skills, and comfortable with qualitative and quantitative data
  • Proven data analytics skills
  • Comfortable conducting statistical analysis using software such as SPSS / SAS / R, and supporting staff with complex formulas in Excel and Google Sheets as productivity tools
  • Comfortable reading, interpreting and gaining additional skills with syntax and SOQL, including Flows in Salesforce
  • Familiarity and interest with general evidence base in the education and asset-building fields, highly preferred
  • Proficiency with data visualization software such as Tableau, or willing to be trained to build on and use Tableau
  • Excellent attention to detail and accuracy
  • Effective and efficient communication, and the ability to train and support staff of diverse skills and abilities on software solutions
  • Flexibility and ability to work well with a team, and across functions
  • Ability to prioritize multiple projects and meet deadlines
  • Ability to articulate well research methods, evaluation stories to a wide range of audiences
  • Successfully collaborate with Salesforce developer consultants to ensure timely and successful delivery of projects
  • Supportive of inclusive and engaging staff culture, and understanding of student and family context in Oakland
  • Develop and maintain strong documentation


  • 4-6 years experience with CRM systems such as Salesforce; Salesforce Administration Certification is highly desirable, or must complete certification in the first 6 months of employment
  • Experience using data analysis software such as, though not limited to, R, SPSS, SAS
  • Bachelor’s Degree
