About Oakland Promise:

The mission of Oakland Promise is to engage the Oakland community to advance equity and economic mobility through cradle-to-career educational opportunities. Founded in 2016, Oakland Promise is a citywide movement with over 50 implementation partners working towards our common vision. Oakland Promise supports children and families from birth through college and career to ensure that postsecondary success is a reality for all Oaklanders. Oakland Promise includes four programs: Brilliant Baby, Kindergarten to College (K2C), Future Centers, and College Scholarships and Completion, that provide a cradle to career continuum of college-focused supports for students. Our goal is to dramatically increase the number of college graduates from Oakland and ensure that all students hold a college-bound identity. We seek a hard working, highly detail oriented individual to join our community in undertaking this important work.

Oakland Promise is available to young learners (from newborns to college students) and their
families who reside in Oakland. OP offers every child financial resources, educational
programming, mentorship, and a supportive community to help them and their families, to seek
out and thrive in higher education and the career of their choosing. The mission of the Oakland
Promise is to engage the Oakland community to advance equity and economic mobility through
cradle to college and career achievement. The Oakland Promise includes four programs: Brilliant
Baby, Kindergarten to College (K2C), College Access, and College Completion. Our program
strategies touch the lives of children and families in early childhood (ages 0-5), elementary,
middle and high school; and culminate in multi-year scholarships and support for students in college.

Brilliant Baby s the early childhood program of the Oakland Promise. Brilliant Baby supports
families with new babies who are Medi-Cal eligible, for the purpose of advancing children’s early
learning and healthy development, improving families’ financial wellbeing, and reinforcing an
early expectation of college and career success for all children. The program helps parents set
up a 529 College Savings Accounts seeded by Oakland Promise with $500 for their babies
before their first birthday. Through this early investment in their child’s education, our goal is to
support parents’ sense of optimism and determination about their baby’s college future. With the
goal of mitigating the negative impacts of parental financial stress on children, Brilliant Babies
offers Financial Coaching services which includes the opportunity to work 1:1 with a financial
coach, workshops and stipends to help parents achieve their financial goals and improve their
financial well-being.

To support parents’ role as their children’s first teacher and ensure they have the information they
need to make informed choices about school for their children, Brilliant Baby increases access to
high quality early learning content for parents while their children are ages 0-5. To build a
community of support around and among BB families and reinforce parents’ college expectations
for their children, Brilliant Baby promotes awareness of the Oakland Promise Brilliant Baby
College Savings Accounts, connects parents to resources, and creates opportunities for parents
to build relationships with one another. Brilliant Baby has a $1.6M program budget, six in-house
staff and seven contracted financial coaches. To date the program has established college
savings accounts for more than 900 infants and growth goals are set as part of the Oakland
Promise Strategic Plan.

Position:
Oakland Promise, an Oakland-based non-profit organization, is seeking a Program Associate to
support its Brilliant Baby program. This entry-level team member is charged with supporting the
client facing and operational aspects of the Brilliant Baby program. Under the direct supervision
of the Brilliant Baby Sr. Manager, the Program Associate is responsible for supporting Brilliant
Baby program implementation, with a focus on enrolling families into the program, customer
service to participating families and administrative support.

DUTIES & RESPONSIBILITIES:
A successful Brilliant Baby Program Associate will have the ability to:
1. Lead in-house Enroller – signing families up for Brilliant Baby
a. Scheduling, technical assistance, explain BB program, virtual & in-person
(post-COVID) enrollment through on-line portal
b. Leads effort to achieve 100% of Interested Party set up
c. Support opening of family-owned CSAs
2. Brilliant Baby family Customer Service
a. Troubleshoot problems related to CSAs: set up, financial statements, online access
b. Respond to parent inquiries coming in via email, phone and social media
c. Maintain current contact family information
d. Manage and send regular communications to families
e. Coordinate special projects
3. Administrative Support
a. Process approvals for stipend payments to parents; troubleshoot as needed
b. Process approvals for enrollment & college account seeding; troubleshoot as
needed
c. Process invoices for payment
d. Manage monthly raffle to encourage parent participation
e. Manage contact lists
f. Maintain referral resource folder
g. Data entry in Salesforce and CitySpan
h. Other Administrative duties as assigned
5. Support the overall Oakland Promise & Brilliant Baby program
a. Support OP cross program integration and improvements
b. Represent BB as speaker or participant at meetings, webinars or conferences
c. Contribute to making OP an Anti-Racist organization
d. Other duties/projects as assigned

QUALIFICATIONS KNOWLEDGE & EXPERIENCE:

Required Qualifications:
● Associate’s or Bachelor’s Degree, or relevant experience
● Deep commitment to educational equity, early childhood success and family financial
wellbeing
● Excellent written and verbal communication skills
● Proficient in Google Suite including Docs, Sheets and Slides
● Demonstrated ability to establish and maintain positive working relationships with others
● Facility with technology, demonstrated ability to learn technology tools quickly
● Excellent organizational and time management skills
● Ability to work independently and take initiative, tracking progress against work-plan
goals
● Ability to work flexible schedule (required to work some evenings/weekends)
● Bilingual: English & Spanish (additional languages appreciated)
Preferred Qualifications
● Bachelor’s Degree, or relevant experience
● Familiarity with Salesforce
● Experience or education in early childhood development, education, and/or
asset-building strategies to address poverty or other anti-poverty work.
● Some direct experience working with children, families and community
● Knowledge of and connections to Oakland communities

● Full-time non-exempt position
